Guidelines for the Children’s Religious Education Committee
Kitsap Unitarian Universalist Fellowship

Introduction: The Children’s Religious Education Committee (CREC) of the Kitsap Unitarian Universalist Fellowship (KUUF) is a standing committee, responsible, with the Director of Religious Education (DRE), for designing, planning, implementing, overseeing and evaluating the religious education program of KUUF, inclusive of infants through 12th grade. The CREC creates, implements and evaluates policy related to children’s religious education and reports to the Board of Directors. The CREC will make an effort to reflect the diversity evident in our Fellowship.

I.                    Size of the Religious Education Committee- The CREC will be comprised of 9 voting adults not including the DRE of the congregation.

II.                 Quorum-5 voting members will constitute a quorum.

III.               Selection of Members-CREC members, the DRE, Minister, and other congregational lay leaders will suggest names for potential CREC members. The DRE and committee will select and recruit members. Members will be selected with the needs of the committee structure in mind. All members will follow UUA Safe Congregation practices of signing the code of ethics and screening forms.

IV.          Terms of Office, Eligibility and Accountability
CREC members will be asked to serve a two-year term of office
to begin on June 1 and continue to May 31. They may serve only one term. After one year has passed, they are again eligible for committee membership. Terms will be staggered, with approximately one-half of the committee going off the CREC each year. If circumstances exist to make this a good choice, committee members may serve a third year, with CREC approval. All committee members are responsible for
attending monthly meetings, the annual CREC retreat, teacher trainings and to make an effort to attend at least one district-wide training during their 2-year term. If unable to attend meetings, CREC members are expected to contact the CREC Chair, preferably soon enough to reschedule the meeting if a quorum will not be in attendance.
Chair- The CREC Chair is a voting member of KUUF. The CREC Chair’s term
is one year. The chair may, if circumstances exist to make this a good choice, serve a second year with CREC approval. The chair will have previously served on the committee for at least one year. It is stated in the KUUF by-laws that a chairperson may not serve more than three consecutive terms of one year each. Additionally, as stated in the KUUF by-laws, article XI, the Board may remove said chair when deemed to be in the best interest of the Fellowship. A new chair will then be selected.

V.        Selection of RE Chair-The CREC Chair is elected by vote of the CREC.

VI.              Decision Making-The CREC strives to operate whenever possible using the consensus model as normal protocol and policy. All points of view
on the CREC will be sought and heard. In the event that consensus is not an option, majority vote will be the model for decision making.
Voting-Each member of the CREC has one vote. Only
members of the CREC may vote.
DRE as Ex-Officio- The DRE is ex-officio to the committee,
and as such does not vote, except in the unusual
circumstance of breaking a deadlock when voting becomes necessary due to the non-possibility of consensus.

VII.            Minutes-The responsibility of taking minutes will rotate among the committee. Within one week of the meeting the member who had taken the minutes will send a copy of the minutes to all committee members and the DRE. They will also file a copy of the minutes in the permanent file in the DRE’s office prior to the next meeting. This is available to members and friends of the congregation upon request to the DRE.

VIII.         Agenda for CREC Meeting-The CREC Chair and the DRE will jointly develop an agenda for the CREC meetings. CREC members will be asked prior to disbursement of the agenda to add items. This agenda will be sent out at least two days prior to the meeting. At the CREC meeting, there will also be a call for additions and deletions to the agenda – following a “consent agenda” model.
